[Healeys] Fuel Tank Capacity

[roggrace at telus.net (Roger Grace)]

My manual gives a capacity of 54.5 litres for the fuel tank.
After draining the tank (via drain plug) and adding 2 measured litres so can 
drive to gas station, can only add 47.5 litres to the top of filler.
Have done this exercise twice.
What gives ?
