Hi Randy, by "traced it back to a bad Flasher relay." I presume that you
have determined that there is no intermittent power on the #2 terminal of
the flasher relay.

The fault is probably slightly worn points inside the relay. Sometimes you
will find that just applying a little pressure to the top of the #2
terminal will be enough to start the lamp flashing. (use your 12 volt test
probe).If that works then worn points are definitely the issue.

Getting the flasher unit out to repair it is 90% of the job. Often without
removing it and a little higgery pokery you can bend the offending terminal
very slightly to have it make contact reliably.

Do you know a good mechanic ;-).
