An aircraft squeezer with a variety of heads would work for that.

 

One similar to this that uses different heads will work, you may find used =
ones for less:

I have used one like this for squeezing solid rivets when building my plane=
, it has an adjustable depth to account for different thickness materials. =
 The heads accommodate flat or cupped rivets.

Has anyone come up with a rivet squeezing attachment which will work on the=
 13 x 1/8" flat head rivets across the rear shroud rail at the bottom of th=
e boot lid? 

I have done these with a hammer, buck and punch in the past but would much =
prefer a squeezer for the job.
