Scatter Shield Question

Folks,

An x-circle driver has a scatter shield for sale that will fit the "D" Chev
engine that I am building.  I sent him a quote from the regulations about
the configuration of the shield and he sent me back the following message:

"Hummm... The scatter shield I have is, I assume, forged steel and is NHRA
approved and stamped as such.  It is a 360 degree design with a removable
lower section which allows for a clutch change without removing the
bellhousing.  Do your rules reference "NHRA APPROVED" as acceptable?  This
is from Ansen, made in the late sixties I believe.  It is heavy, at least
1/2" thick.  Lakewood came out with a stamped steel unit in the early 70's
that was lighter.  I think all the stuff now days is the stamped steel
type."  

My guess is that it is NOT acceptable if infact it is forged.  Anyone got a
guess on the shield he has passing tech inspection?
