Remember, the FIA is not a government run department or a non profit
organization.
It's in the private sector.
When a private sector member gives this kind of service there is usually
a very good business reason.
I suspect a letter to them offering a contract that will pay them
$10,000.00 as soon as the certificate has arrived AND the data base updated
would produce the desired results. (might take $100,000)
Bernie(sp) is not a poor man.
