You can't disconnect it because it is a fuel cut-off (driven
by a speed sensor) programed into the PCM. You CAN buy a Power
Programmer (at least for GM) that will change that to whatever
speed you want the cut-off to kick in at. NOTE: While this is
a cool thing, it will void your warrenty in most cases. FWIW,
my '01 Chevy Dually is limited to 91 mph too.
