Hi, Rick.  My understanding is that they serve two functions.  One is, as
you say, to deflect some air up and over the rear tire.  The second function
is to deflect some air around the INBOARD of the wheel.  The angle of the
winglet and the inward curve of the side pod creates a low pressure area
there and "sucks" some of the air in that area inside the wheel.

Those people are VERY sophisticated & subtle and continuously improving (as
much as the very strict rules allow).

                Hi All,
                Just watching the F1 race; looking at the small air-foils
ahead of each rear
                wheel on M. Schumacher's Ferrari;
                Would they be to deflect the air flow over the wheels?
                Ralf's has small plates about 3-4in. wide.
                Any ideas?
