In my opinion, a tuned velocity stack in undisturbed air should give you the 
best high RPM performance.

This is more of a Motorcycle type question but all opinions are welcome.
We are running a S&S carb on a turbo setup (Honda CBX). The first year we
ran a large air filter, the second year we ran a velocity stack. There were
too many other changes made to say one was better than the other. What
should work best? I am not worried about salt or other things getting into
the carb so I do not think the filter is necessary.
