Yes the bodies mentioned care for LSR but they are National groups only. 
The record world needs a governing body that could care for all who want to
break records anywhere in the world on tracks other than Lake Gairdner and
Bonneville.  

Some of us started down the route of talking about creating such a body but
(and it was not only the USA) there was too much negative comment as many
focused on their National interests.

If the F1 model and World Rallying model are appropriate (and thats a chat
topic in itself) you need a Bernie Ecclestone or David Richards to take
record attempts by the scruff of the neck and make its full
'internationalisation' happen.  All speed events could (or should) be
catered for.  But the FIA would not give up what they have and can make a
few Francs on.
