If I might expand comments to 3 spoke wheels...
I believe I have "original" 3 spoke for PA 1823, restored in UK in 1999-2000.
Hub is anchored by 9- small round headed bolts with hex sockets. Back side is
held with self locking nuts. All is chromed and looks great.
Stamped in steering column clamp bottom is 734-4. Original PA parts list
gives 1919 as part # for clamp and A310 for wheel itself. Any thoughts on 734#?
Were the 3 spokes also riveted ... and I'm simply looking at this particular
restorer's solution?
