Bob,
The front of the bottle of water wetter says "cooling system heat transfer 
agent with rust & corrosion protection"...  Back of the bottle says "for use 
with water or antifreeze/water mixtures.  Improves the ability of coolant to 
wet heat transfer surfaces by 50%.  This provides significantly better 
coolant contact in the cylinder head and can reduce coolant and cylinder head 
temperature by as much as 30 degrees F.  Can be used with 100% water but does 
not alter freezing point..  Less than 50% antifreeze provides further 
improvement in temperature reduction.. This product provides excellent 
corrosion protection for modern cast iron, aluminum, and brass systems and 
also reduces scale buildup in cylinder heads for better cooling..  Can be 
used with hard and soft water".... If you want more information than I have 
provided give them a call  @ (510) 228-7576 ....  I called them a couple 
years ago, that is how I found out about using it with 100% distilled water 
as is done in racing engines .......
