The vent is in the cap. The rim that rests on the cork seal is spring
loaded. When pressed against the cork seal, the internal cover raises
up, revealing a vent hole in the internal cover. Should the internal
cover not raise up enough, the hole will not be revealed. The lack of
the vent hole, in addition to the complete sealing of the inner cover to
the cork seal, will result in no venting of the tank to atmosphere.
