MG-TD Distributor Question

Turning the rotor by hand, there appears to be about 5 to 10 degrees of dead 
play in the centrifugal advance mechanism. This is from fully clockwise 
(when the weights are closed together) to the point where the slack in the 
springs is taken up. At first I thought the springs were stretched out, but 
a new set of
springs acts the same way. Is this normal, or did the PO mess something up?

Also, the little brass screw in the top of the breaker cam doesn't seem to
have anything to screw into. It just sits there. What is it's purpose? The 
cam itself is held down by a small threaded collar under the screw.

The workshop manual glosses over the finer points of the distributor. Help!
