Depends.  If your car is a transitional one, built during a transition 
period, then go by the VIN numbers.  If your car was built in the middle of 
a production run then pick a year.  Look in the Moss and VickyB catalogs 
and they will tell you to have your VIN number handy when ordering parts to 
ensure you get what you want.

I used to have a TR3A, which had a TR3B frame and TR3A VIN, which got me 
into lots of arguments with people.  I called it a late 3A and did fine 
ordering parts.

If your local MG guy knows his stuff, then he should know all this.  If 
not, then perhaps you need a new local MG guy.  Just a suggestion.

Mike (also with a 1948 Jeep with a 1967+/- Buick engine.  Try getting
      parts for that at the local airhead parts counter.)
