Yes it is black wrinkle paint. Not really supposed to be flat though.
You can buy it at most automotive paint places (in a spray can).
It is very hard to get a nice finish with the stuff, the layer thickness
and temperature (heat lamps, pizza oven) have to be just right so that it
actually wrinkles and the finish is uniform.
