Paul:

Nolan gave an excellent answer for getting the timing set up. I'm not
going to amend or repeat his advice ... just say he's spot on with it
and follow his lead there. (small puns intended)

Now, as to your cap/rotor/wire problem ... you committed a small but
thoroughly understandable auto no-no in replacing all of them at once,
I think.  I take it the car was running BEFORE you did the tune-up?
You didn't say, so I'm going to assume it was.  It's possible to get
a bad cap, a bad condenser, and a bad installation on the points. 
Happened to me once, in fact.  Try swapping the old condenser in, and
see what happens. Then do the same with the old cap and wires. This
all assumes that you've followed Nolan's advise and procedures and
you're still not running. 

You may also wish to make certain that all of your wires are connected
properly, and that you didn't mistakenly ground the points by not
putting the insulator on the post with the condenser properly. I think I
outlined this to you in an earlier post. Points wire, insulator,
condenser wire. Also be certain that your low tension wires (from the
cap to the spark plugs) are on properly, and that you're using the 
correct plugs -- stay away from fancy platinum jobs for riceburners
and go with the original Champion N9YC plugs! Also be certain that your
coil is grounded properly, and all wires on the fire side of the motor
are attached correctly.  

Quick note about your timing marks. If they're on a 70's B, they're 
scribed into the pulley.  No way they can be 'gone'. Hard to see, yes.
Gone, unlikely ... unless some DPO has replaced the pulley, which seems
sort of unlikely to me.  The pointers for those marks may not be there,
but this is again unlikely. On my 75/79 hybrid, they're above the 
pulley on the passenger (fire) side of the motor.
