When I hook up my trailer, my turn signals flash slower.  But now that
you mention it, there are turn signal flasher units designed to work with
three bulbs flashing, and to cease to flash if one bulb is burned out. 
Many cars have multiple tail lights and multiple turn signal bulbs at the
rear.  All you have to do is change the flasher unit when you install or
remove the lighting board.  Check out your local cheap parts place.  I
bet you will find a 3-bulb flasher unit on the rack.
