thinkin' bout a midget

ran across a 77 midget...minimum amount of rust....interior good....glass
good....runs bearly..lots of missing.....needs exhaust, all brake lines ...
no clutch.....do these cars have slaves other than their owners.  The owners
asking $700...I think hes in dreamland......thinking of offering him 300...or
