Well now, not always...  If your pump has internal leakage, your pump
will "click" as it tries to keep pressure in the output line.

All you need is for the INTAKE valve of the pump to allow fuel to bleed
back to the tank, and the pump will cycle.  The larger the leak, the
faster the rate of cycling.  When the internal leakage is greater than
the demands of the engine, you run lean, ie you can't top out at 125 mph
anymore   ];-)
