I had the same problem (bolt rusted to spacer)... Essentially what I
did was remove the pan from the A-arms to remove the spring, and
then remove the A-arms with the bolt & spacer still attached (to one
of them).  All this can be broken down into the following steps:

1.  Support center of pan with floor jack
2.  Remove the 5 bolts connecting the pan to the A-arms.  This
    may require a screwdriver and hammer to "punch" them out as
    there will be a shear force on some of them by the pan.
3.  Slowly let out the jack.  The pan and spring will come tumbling down.
4.  Unscrew the nuts on the end of the main A-arm bolts.  Remove
    the A-arm on this side.
5.  Remove the other A-arm with the bolt & spacer still attached.
    This may require a mallet and/or a twisting motion.
6.  Most likely, if the bolt seized to the spacer, the bolt ovalized
    the hole in the A-arm.  Hence replace the A-arm, spacer, and bolt
    with new ones.  
7.  Use new seals and plenty of grease/anti-seize compound!

Of course steps 1-3 involve some danger so please be careful
and don't sue me! :-)  But I hope this helps...
