Hi John,
  Peering down into the dashpot you may see something in the casting that
appears to be a ring. If you see it, that's a good place to use for the
oil level.  Level isn't really critical in daily driving, and if you over
fill the carb slightly it tends to ooze out the top anyway-sort of a
self-adjusting level.  The owners handbook may illustrate this.
