Replacing a GT gas tank?

One more question, if I may.
What is the proper order of all the fiber and steel washers that come
with the gas tank hardware? I can see where the captive nuts clip onto
the edges of the tank but don't know whether the fiber washers go inside
the car or out? Anyone help?
And yes, I have laid the insulating rubber strips that get glued to the
top of the tank perpendicular to the tank ridges, not the way Moss shows
them.
