Non-working windscreen washers

I'm having some trouble getting my windscreen washers to work.  When I 
push the button, all I get are soap bubbles.  Last winter I got them to 
work by blowing the crap out of the lines and cleaning the jets.  I've 
tried both and I'm stumped.  Is there any way to get the washer fluid 
into the lines to prime the pump and purge the air?  My thumb is getting 
sore.  Thanks in advance for your thoughful replies.
