Had this on my 73 roadster.  Someone here said their's had been caused 
by binding odometer wheels - they could see the waver was in time with 
the wheels moving.  It wasn't the wheels in my case but a dry input 
shaft on the back of the speedo.  Drop of oil on each end and it's now 
as steady as a rock.
