Can't help with No. 1, but possibly can with No. 2.  There is one method
that I have, on occasion, used on stuck oil filters.  It's messy though,
and you need a little room around the filter, but it never fails.  Poke
a long screwdriver through one side of the filter and out the other.
Then unscrew the filter using the leverage of the screwdriver.  Hardly a
"professional" method, but it doesn't require any special tools, and
works every time.
