Understeer refers to the handling of a car in a curve. If one has to turn
the wheel further as the car rounds the bend it is understeering. That is
the initial input is "under the requirement" to round the turn.
Oversteer is just the opposite. In oversteer one must turn opposite to the
direction of the curve. This is often the case with a swing-axle car or a
car with a rear end which is starting to break free.
Run-on refers to the tendency of an engine to continue running after the
ignition is shut off. It is caused by various things: too high an idle
setting, dieseling as a result of glowing carbon particles in the
combustion chamber, too much ignition advance or failure of certain
emission control devices.
