Pat,

  Slow down, dude.  Let's examine the situation.

  To say that some cars are not causing a problem is to ignore the fact
that ALL cars are polluters.  Now, any ONE car, no matter which one,
doesn't cause Mother Earth a prob.  Put them all together tho and MO has
a prob.  

  Now, when legislators proceed to write anti-pollution legislation,
they try to find out what is possible technically.  That's why they hold
hearingsss and listen to all sides.  Environmentalists come in and ask
for more than they can get, industry cries that it ain't possible or it
will ruin them and put people out of work, testing station owners plead
that buying the new equipment needed to do the tests will ruin them and
experts disagree, with spin put on depending on who's paying them. 
Legislators then have to compromise, depending on who got to them before
the hearings started.  Nothing's perfect, so you get a regulation that
tries to enforce the possible and grandfather's the not-possible.  

  Let's face the fact that owning and driving a car is a luxury.  We
have to pay to play!  As to your complaints about the changes to the
rules in your home state: Did you write to or call your State Rep about
it?  If not, then quit bitching.  If so, then vote the rascal out!
