I think Steve was refering to the idiots with the jacked up 4X4 whose
head lights are centered at a point where only a Michael Jordon, or a
step ladder equipped mechanic could adjust them.
 I've seen them around here with the lights at least 5 feet above ground
level. And they usually managed to get right behind me, no matter what
I'm driving! And of course, he has to ride your bumper, so the interior
looks like you're being followed by a 747 on final for LAX.
