Andy,

Speaking for my 78B, the rubber seal under the mirror seemed to have rubber
"pegs" that went through the holes in the sheet metal and provided the base
for the screw to grab hold of.  However, one of the two mirrors had these
removed by a PO and replaced the sheet metal screws with machine screws and
nuts.  That is probably what has happened to your car.  If memory serves
correctly (which it usually doesn't), you can remove the vinyl panels on
the inside portion of the door to gain access to these nuts.  What I can't
remember, is whether the window glass gets in the way or not.  You might
have to remove it, too (but probably not??).

Maybe someone out there has better memory than I?
