Sticking Suspension

Actually, before I start my gripe, I have found a wealth of information at
British Automotive's tech pages.  Many of my questions/concerns/problems
were answered/placated/solved by those articles.  Thanks a whole bunch to
whoever gave me that link a while back.  (http://www.mgbmga.com)

Okay, here's the challenge of the week.  The suspension "sticks" lower than
it should, especially in the front.  For example, I lift the car and the
suspension logically extends to it's full height.  Set the car down and the
car settles.  Drive it around the block and the front end goes down another
1"-1.5", and the rear settles down another 3/4" or so.  A bit odd, but I can
live with it.  However, If I pull up on the wheel arches, the car will stick
in the higher position...until I drive it, of course.

Is this normal?  I've never seen a car do this, and neither has the
specialist here.
