If you drive less than 5000 miles per year you are exempt from emissions 
inspection as well. I have standard PA plates on my Midget and use it as 
a daily driver. It is due for inspection and has nearly 4900 on it right 
now. I still have to pass safety but I get an exempt for emissions.
