Did you give it time to warm up?  Did you short the sensor to ground and see
the gauge move?

Did you short the ground and gauge terminals on the tank transmitter and get
gauge movement?  If not it could be a bad ground at the transmitter.  Have
you got enough fuel in the tank to register?
