Yes, if, in the opinion of the tester, the vehicle is actually unsafe and
therefore a hazard to other road users. Having said that it is not nearly
as severe as the Japanese test, which costs the equivalent UKP2000 before
anything needs doing (UK MOT is about UKP30). That is why there is are
significant imports of 2-year-old Japanese-spec cars into the UK.
