Let me see if I have this straight.
You have fully charged the battery, and when you turn the ignition on the 
voltage drops to 2V and nothing will work.
If I have understood these symptoms correctly it sounds like a dead short 
across the battery.  I'm serprised that leaving it on long enough to test 
accessories and measure voltage something hasn't begun to smoke.
