Paul,
Point well taken. I thought this same thing but in my situation it is a
moot point because I am running an MSD box to control the coil, but, in a
normal setup with the Pertronix connected directly to a stock coil with
stock wiring (resistance wire) there should be no further requirement for
a ballast resistor. Also I wouldn't think that just starting the car with
the bypass voltage would have any effect on the unit because it is short
duration as opposed to driving around for hours with full voltage on the
coil. 
Another point that I found interesting was that the ignition should NOT
be left in the on position because it can damage the Pertronix. It is
obvious that points can burn up if the ignition switch is left on and the
points are closed but I always figured that the electronic unit would be
immune to such a problem. I guess you really do learn something every
day.
Just for the record I haven't reinstalled the dizzy yet. I'm sure it will
work OK with the new Pertronix in it.
