'78 MGB Transmission rebuild

Hello Folks....   I have just finished the rebuild of my transmission
and I have a question. Before I put the cover on the final motion shaft
inside the bellhousing the gear train spins very easily. After I put the
cover on it c/w a new seal it gets considerably less free. I have put
the original shims back in and I know they are properly seated. I am
assuming that they pre-load the bearing for some reason. The gear train
turns smoothly but I cannot do it with two fingers any more. There is no
grinding or other nasty feeling in the shaft only the the fact that it
is not as free as it was without the cover bolted on. I torqued the nuts
to 20 pounds. I have removed the cover and it is free again but when I
replace it, it is more firm.
Does this sound OK??
