If you disconnect the white/brown that goes to the relay from the fuse block
the fuse will not blow because you have removed the 12v supply from it.
Fuse 5/6 is the green (fused ignition) circuit. If you took all the green
wires off and the fuse still blew then the green side of the fuse holder is
grounding somehow.
Heater fan, wipers and turn signals are all powered from the green circuit
so unless all the green wires are on the fuse block, you have a good fuse in
place, and the white/brown from the ignition relay to the fuse block none of
them will work.
