Not that I know anything about it particularly, but I would guess that
the title number was issued by the state of Colorado, since it is in the
one-hundred-eighty million range. Abingdon couldn't even count that high,
I reckon. I would think the state DMV would have a record of it, but who
knows if they would give you the information?
