Bolts Question

Hi list, I am searching 9mm x 3cm bolts for my Karmann Ghia and have 
visited about 15 hardware stores with no success. My machine shop tells me 
they can make these for me out of steel? My concern is if these milled 
bolts will be as strong as those made for regular hardware stores with 8.8 
rating? Sorry for bombing the list on a non LBC. Thanks, Enrique
