Justin,
  The normal leak onto your foot is from the brake master cylinder, with
the normal second-rate leak being the clutch master cylinder.  Neither of
those is a good thing.
  Gasoline dripping your foot is not at all a good thing. You should be
concerned about it, and might begin by looking at the fuel supply line to
the carb and the overflow return line from the carb back to the carbon
adsorbtion cannister on the passenger side of the car. If the supply
line, which is under about 2.5 psi pressure, is not leaking, then an
overflow of this nature could be from stuck float valve in the carb that
cause the pump to continue running after the float chamber is filled. The
excess gas then runs into the overflow return line.
  You asked if this happens when the fuel pump runs too long--yes, it
could, but the reason is that the fuel pump should shut itself off once
the float chambers are filled. If it runs longer than the time required
to fill them, it would be "running too long".  
  Whatever this problem is, it's easy to resolve, and you should get to
it promptly.
