If you will look at the engine diagram on page A5 of the shop manual you will
see that the water jackets extend 1-2 inches below the bottom of the pump.  So
you will still not get all of the water out.  The pump is a centrifugal plump
and may not pump well once the water level drops below the TOP of the pump. 
Also, the centrifugal water pump probably won't pump much water at cranking
speed.  However you could run the engine for ten to 15 seconds without damage to
pump out the water IF the engine is stone cold when you start it.  The oil in
the engine does provide alot of the cooling.

I would still try to get the plug out.  Most modern cars don't have water
drains, just a plug.
