Steve;
The first thing you need to check is weather the material is actually tearing 
or if it is just the seams giving out.  It is very likely the seams as the 
thread frequently is dammaged by sun rot while the vinyl is still good.  We 
see this in boat upholstery all the time.
If it is just the seams the smartest thing to do is remove the upholstery.  
It's easy.  Then take it to somebody to restich.  If myou have access to an 
old sewing machine and an operator this doesn't neer an experienced 
upholsterer.  Be warned that the thickness of fabric will probably damage 
most modern home sewing machines.
If the material has torn through the stiches you're pretty much SOL.
