No.  Rain-X causes drops of rain to bounce off the window.  I use it and it 
works great.  It does not affect frost at all, and it still forms.  I am 
using a Rain-X washer fluid that has a de-icer in it, and it seems to work 
well when there is light frost.  Just start the car, turn on the defogger, 
hit the washers.  (BTW, this is in my Mitsubishi.)

WARNING - Rain-X sells a product called Fog-X for the inside of the 
windshield to pervent fog.  I tried it once.  I applied it according to the 
directions, and I couldn't see thru the windshield!  I removed it, with great 
difficulty.  Larry Macy has the perfect product for inside fogged windows.  
He keeps a wiper blade handy and squeegees the window when it fogs up.
