I recently replaced the belts in my '71 Midget wth some nice belts from
Andover Automotive (http://www.andoauto.com) and am very pleased with them.
The specific ones I bought are part number WS808B (Black non-retractable
with attached shoulder harness) on this page:
http://www.andoauto.com/non%20retractable_seat_belts.htm The buckle is a
lift latch style. The prices are good too.

No financial interest, yada yada. Just a satisfied customer.
