No idea what the device you describe is, there shouldn't be anything between
the fuel filter and the carb even on later models.

As for the auto choke, it's a complete bitch. There is a metal spring whcih
expands under water temperature and turns a lever which both opens the valve
which richens the mixture, and turns a cam which opens the throttle so that
the engine doesn't flood. Clever idea, the problem is that the spring
constant of a piece of metal is altered if it is heated up and cooled down
when under tension, so over time the autochoke will inevitably become
mis-adjusted. 

A cosmetic alteration is to adjust the fast idle screw when the car is cold
(this adjust the degree to which the throttle is opened by the cam when the
choke valve is open) so that the car a)doesn't flood b)starts reliably
c)idles at the correct speed. Then once the car is warmed up you need to
adjust the idel screw (the other idle screw) so that the car idles at the
correct sped when warm. The problem is that adjusting it to run correctly
when cold and warm doesn't guarantee that it will run correctly in between.
The problem i had was that the thing would come on way too rich, actually
get richer as it warmed up and then stay on for too long. No amount of
adjustment within the ranges possible ever really solve this. I even
stripped the choke off the car and ran the whole reccommended service but
that really made no discernable improvement either.

The autochoke is a phenomenal pain in the arse, it really is!
