Rick,
Either spend the $240 for a new petrol tank or waste a lot of time and money 
trying to restore your old rusty scrap heap tank. You'll just be throwing 
good money after bad. I belong to many different lists and when it comes to 
petrol tanks they all agree, once a tank has had water sitting in it until it 
has formed rust, dried and now has a crusty build up FORGET IT! If the OEM 
price is to high then find a parts car with a good clean tank! You'll never 
regret it, Your car and plugs valves carbs will all be happier and less
