So my question is this. Are Vin Numbers assigned by some special formula
that car manufacturers the worlds over have agreed too? Isn't there some
way to apply for a new one and a title or is this a state by state function?
Obviously it might be more trouble than it is worth. Also how does someone
who builds custom cars get the vin number?
