damper

Puzzled. 
After rebuilding my ZS carb and reading the manuals thoroughly, I still
can't figure out the purpose of the damper and oil. What does the oil
lubricate? The O ring at on the needle valve would seem to prevent leakage
of the oil to lub the needle, the damper doesn't seem to move up and
down.......
