Paul,
  To change the coolant, remove the lower rad hose and dump much of it
into a pail.  Although omitting a drain valve was a cost saving to the
manufacturer, there might be an advantage to the owner as well, in that
the rush of fluid may bring with it more crud than the slow draining
would bring.
