Since typically most carb problems are in the ignition, time first.  Since you
have points, static time it.  (Set the timing mark on the damper with the
pointer, hook up a tst light, and turn the dizzy until it lights).  This is a
good starting point.  It may not be necessay howver.  Most engines will start
and run (though not well) if the timing is in the general area and then some.
Start the engine, and then you can do a dynamic timing.    Once the timing is
set, adjust the carb.

If the car doesn't start, try turning the dizzy until it does.
